Oscar D. Arbulu Jr. is a U.S. Marine Corps veteran, organizer, and public policy advocate dedicated to strengthening the systems that serve veterans, working families, and underserved communities. He serves as Interim Executive Director of the Veterans Healthcare Policy Institute, where he advances evidence-based policy to protect and improve VA healthcare. Throughout his career, Oscar has led grassroots campaigns, advised elected officials, and built coalitions focused on accountability, equity, and public service. His work is rooted in the belief that effective policy begins with the lived experiences of the people it serves.
